District 4 issues involve residents, property owners and businesses located in the City of Two Harbors-2nd and 4th Wards (the western and northern areas of Two Harbors), and Unorganized Territory #2-2nd Precinct. Unorganized Territory #2-2nd Precinct includes areas south, east and west of Highway 61/County Road 10 from the Lake Superior shoreline north to where the MN&L Powerline crosses County Road 10 (just north of Shoreview Heights Road). It also includes all property south of the MN & L power line as it heads west and then southwest (just a litle south and west of the intersection of Valley Road and Moen Road-County Road 12) until it crosses the Knife River. Then the boundary line follows the Knife River until the Knife River crosses the Section Line, at which point the boundary goes straight south to Lake Superior. The area includes Larsmont and easterly portions of the Knife River area.
